Usually someone on Original Medicare, often with a Medicare Supplement such as Plan F, Plan G or Plan N, who needs separate prescription drug coverage.

What people get wrong
The big one is thinking the lowest monthly premium means the lowest cost plan. With Part D you have to look at the whole picture. The prescriptions, the dosages, the pharmacy, the deductible and the copays that apply. And whether the drug is on that carrier's formulary at all.
The second is assuming that because a plan worked this year it will fit next year. Part D plans change annually.
People who take nothing, or only inexpensive medications, sometimes decide they do not need a drug plan. Going without creditable drug coverage can bring a late enrollment penalty later. It is also about risk. Your health can change and an expensive medication can arrive without warning.
